The park spans Wufong Township and Jianshih Township of Hsinchu County, Tai-an
Township of Miaoli County, and Heping Township of Taichung County, with the total area
of 76,850 hectares.
The goals of Shei-Pa National Park?
The goals of the park are based on the Article 1 of the National Park Law: "Be it enacted
for the purposes of preserving the nation's unique natural scenery, wild fauna and flora
and historical sites and providing public recreation and areas for scientific research, that
is hereby created the National Park Law." Its three principal goals include:
1. Conservation: To protect the natural ecosystem, landscape resources, and historical
relics, and to properly manage them for sustainable development.
2. Education and recreation: Without the violation of conservation purpose, to provide
the public with recreational activities and opportunities, so as to cultivate the people's
mind and body.
3. Research: To offer places and opportunities for natural scientific research and
outdoor environmental education, so as to uplift the people's educational standard.
The division of management in Shei-Pa National Park?
The park is divided into four major areas, including the general protection area,
recreation area, conservation area, and special scenic area. People intending to enter
the conservation area have to apply for a Park Entry Permit in advance lest being fined.

For those who are reported due to the violation of the National
Park Law by Shei-Pa National Park Police Brigade, how to appeal?
After receiving a report concerning the violation of the National Park Law submitted by
Shei-Pa National Park Police Brigade, this section will send a statement of opinion in a
form of official document. Those who are reported can fill out the statement of opinion
and submit it to this section within 20 days. If failing to submit it before this period of
time, they will be deemed as abandoning this opportunity according to the regulation of
the Article 105, Paragraph 3 of the Administrative Procedure Law.
Notice of Application for Park Entry Permit
Before entering the conservation area of a national park, you should apply for a Park
Entry Permit first. After it is ratified, then apply for a Mountain Entry Permit. While
entering the conservation area, please carry two permits and your identification
documents at hand for further check-up any time.
Online Application for Park Entry Permit

2. Submission time: Seven days to one month prior to the entrance of the park.

Notice of Application for Mountain Entry Permit
Except Wuling Recreation Area, the rest areas in Shei-Pa National Park belong to the
regularly prohibited or specially designated mountainous areas. Intending to enter the
park, you should apply for a Mountain Entry Permit to the Ministry of the Interior's
National Police Agency or local police stations (Hsinchu County Police Department,
Hengshan Police District of Hsinchu County Police Department, Miaoli County Police
Department, Dahu Police District of Miaoli County Police Department, Taichung County
Police Department, Heping Police District of Taichung County Police Department), or
Shei-Pa National Park Police Brigade, Wuling Police Squad, Guanwu Police Squad.
Ps. Because Daba Peaks Trail spans two different counties, those interested in taking
this trail need to apply for a Mountain Entry Permit to the Ministry of the Interior's
National Police Agency, Miaoli County Police Department, Dahu Police District of Miaoli
County Police Department, Guanwu Police Substation , or Shei-Pa National Park Police
Brigade,Guanwu Police Squad.
In application for Mountain Entry Permit, the followings are
required:
1. Three copies of the climbing plan, the route map, and the roster.
2. Each applicant is charged NT$10. (If you straddle more than one county, each county
will charge you another NT$10.) Please pay in cash or with a money order to the
Shei-Pa National Park Police Brigade.
3. Copies of all applicants' ID cards on front and reverse sides.
4. One medium or large self-addressed stamped envelope.

*If the online application for a Park Entry Permit is ratified, you only need to prepare

Opening hours for visitor centers?
Wenshui Visitor Center and Wuling Visitor Center are daily open between 9:00 am and
4:30 pm, but closed on Mondays or on Tuesday if Monday is a national holiday.
What differs between a national park and an ordinary
recreation area?
The purpose to establish a national park is to conserve natural and historical resources.
Meanwhile, educational interpretation and tourism is one of the means used for
conservation in the park. This is the fundamental difference between the two.
Points for attention in entrance to the Shei-Pa National Park?
1. Prior to the departure, it is necessary to inquire the condition of road, weather, and
board and lodging.
2. Abide by all of the regulations posted on the signs in the park.
3. Inquire any situation in the park any time and obey the crew's instruction. Service

The requirements and procedures to apply for Summit
Certificate or Climbing Certificate?
1. Mountaineering climbers need to prepare photos taken when they reach the summit
of Syue Mountain (with the note of the date) or when they climb Dabajian Mountain
(with the note of the date). After ratifying them, the Headquarters will submit certificates.
2. Based on the principle of impartiality, the application of certificates can be traced
back to those who can provide photos as proof after the time when the Headquarters
was established, that is, after July 1, 1992. Based on the user-pay principle, each
certificate is charged NT$300 (including a stamped envelop). Those who apply for
certificates by post have to enclose a post office draft/money order (the payee should
be: Employee's Benefit Committee of Shei-Pa National Park Headquarters) or a copy of
the post office transfer payment (Transfer Account: 21867025). Those who apply in
person pay in case first and wait for the Headquarters to submit certificates after
ratification.
The itinerary to Guanwu (The Guanwu area is currently
closed.)
To enter Guanwu, visitors can start from Dongfong Road of Jhudong Township to take
Hsinchu County Highway No. 122 ( Nancing Road ), via Wufong, Cingcyuan, Tuchang, to
Dalu Forest Road , and enter the area of Shei-Pa National Park at the 25-kilometer-point
of Dalu Forest Road . Between Jhudong and Guanwu is about 50 kilometers and 2.5-hour
drive. Please remember to refuel your vehicles and apply for a Mountain Entry Permit of
Specially Designated Areas (Class B Mountain Entry Permit) before driving into the
mountain.
*It is required to apply for a Mountain Entry Permit of Specially Designated Areas
(Class B Mountain Entry Permit) before entering Guanwu Recreation Area. Each visitor
has to prepare one copy of his ID card and NT$10 fee first, and apply immediately at
Cingcyuan Checkpoint. At the 2-kilometer-point of the East Branch of Dalu Forest Road
is "Taiwan Sassafras Conservation Area," while at the 20-kilometer-point is "Mount Syue
and Mount Dabajian Conservation Area." It is required to apply for a Park Entry Permit ]
to the Headquarters before entry to the conservation area. Those who enter without
permission will be fined by Shei-Pa National Park Police Brigade.
The information of ecotourism in the Guanwu area (The
Guanwu area is currently closed.)
About 2,000 meters high, Guanwu Recreation Area lies in the saddle surrounded by Le
Mountain, Jhen Mountain , and Jiecheng Mountain , thus covered in the cloud and mist all
the year round. Here is the best spot to appreciate successive peaks along Shengling
(Holy Ridge) Trail between Syue Mountain and Dabajian Mountain . At present, hiking
trails in the recreation area include Yulun Trail, Guanwu Waterfall Trail, Bird-watching
Trail, Jhenshan Trail, Leshan Forest Trail, Kuaishan Big Trees Trail, and Honeymoon
Path. For mountain climbing, visitors need to go further to East Branch of Dalu Forest
Road (toward Dabajian Mountain ) and West Branch of Dalu Forest Road (toward
Beikeng Creek Historic Trail). The Guanwu area belongs to Taiwan temperate forests,
containing a wide variety of animal and plant resources, like Broad-tailed Swallowtail
Butterfly ( Agehana maraho ) and Devol's Balsamine ( Impatiens devolii ). Visitors
intending to enjoy an ecological tour are suggested to take a look at the exhibition hall
and see some introductory films in Guanwu Visitor Center .

* Opening hours of Guanwu Visitor Center : 09:00-16:30 from Tuesday to Saturday,
exclusively extending to 21:00 on Saturday, closed on Mondays (or on Tuesday if
Monday is a national holiday)
Why the Guanwu area is closed?
At present, the Guanwu area, its link roads, and the facilities in the park have been
severely damaged by a serious of disasters caused by strong winds and terrestrial
rains, like Ally and Matsa Typhoons. Even though Dalu Forest Road has been temporarily
repaired, this area still poses a potential danger of occasional landslides. Inside the
recreation area, landslides also occur and affect all of the roads and trails, which are in
the process of geological monitoring, estimation, and restoration. For the sake of visitors'
safety, Shei-Pa National Park Headquarters and Hsinchu Forest District Office of Forestry
Bureau have announced the temporary close of this area, prohibiting visitors to enter
here (inside the boundary tablet at the 25-kilometer-point). Please excuse us for any
inconvenience we made!
